to hear the vines, just simply right click on the vine video, click copy video url, open new tab, post the copied link and you should be able to view the vine video without any restrictions
Or, better yet, download and install Opera browser. Don’t make it your default browser, though, there’s no need for that. Just use it to play vines. Works everytime (for me).

How can I watch these? I used to be able to view them and hear them but not anymore for the past weeks. I just get a still image and no sound. Do I need some sort of plugin?
No sure. I haven’t had any issues viewing them. What browser and/or phone are you using?
I’m using Mozilla Firefox on a laptop. I used to able to see Vines perfectly until the past few weeks, now the files won’t open. Just a still image with no sound. Tried using Internet Explorer and doesn’t work there either. Could it be some sort of region-related problem? I’m from Portugal.
